<p>What do we need to know, comprehensively, in order to document “what needs to be done”? My current list:</p>

<ol>
  <li>Location – geographic locations, because missionaries go <em>to a place</em>.</li>
  <li>How many – size of population – scale. Because we have to reach individuals, at the most extreme element.</li>
  <li>Growing/Declining – where the scale of the task remaining is growing and how fast.</li>
  <li>Ease / Barriers to access – things like urbanization, literacy, language, culture, transportation access, etc.</li>
  <li>Open/Closed – a difficult thing to measure, but are the people in this place more or less open to the Good News, as individuals?</li>
  <li>Families Open/Closed – how difficult or easy is it for the Gospel to pass along relational lines, thus multiplying?</li>
  <li>Governments open/closed – how quick will governments be to stamp out the networks of churches at the very beginning, when they are most fragile?</li>
  <li>Local church presence – is their a local body of believers?</li>
